COUNTRY FINANCES INTERNAL CONTROL PROFESSIONAL - CUSTOMS COMPLIANCEResponsibility 1: Support in all aspects of customs compliance regarding the import and export of goods in the U.S. for all Plastic Omnium U.S. facilities.
Tracking and support of all inquiries pertaining to import/export compliance matters.Audit of import entries and export filings.Communicate with suppliers, clients, and internal teams to provide information on shipment status and resolve any issues that may arise.Assistance with product classification under the Harmonized Tariff Schedule of the United States (HTSUS), Schedule B and the HTS of other countries.Assistance with landed-cost analysis by providing duty rates and other fees applicable to the products.Assistance country of origin determination.Assistance determination other regulatory requirements (e.g., Partner Government Agency (PGA) oversight, Antidumping and Countervailing Duties (ADD/CVD), Toxic Substances Control Act (TSCA), etc.) for imported and exported products.Assistance to ensure customs brokers are aligned with Opmobility import and export Standard Operating Procedure (SOP).Restricted Party Screening review.Duty validation, tracking and reconciliation of Automated Commercial Environment (ACE) portal data (U.S.) and Canada Border Services Agency Assessment and Revenue Management (CARM) portal data.Assistance with implementation of metrics, policies, procedures, and work instructions in compliance with customs recordkeeping regulations - including the creation and maintenance of a comprehensive database for all entry and export records.Responsibility 2: Maintenance of a comprehensive HTSUS classification database.
Confirmation of current information and maintenance of a comprehensive database of HTSUS classifications for all Opmobility U.S. facilities – Raw Materials, Finished Goods, Components, and Dunnage.Maintenance of a comprehensive HTSUS classification database for all OPmobility U.S. facilities - Tooling, Maintenance, Repair and Operations (MRO) Products, Fixed Assets (Including Temporary Operations).Maintenance and creation of metrics, work instructions for all databases and pertinent backup documentation, including but not limited to, bills of materials (BOMs), prints, engineering drawings, samples, etc.Responsibility 3: Responsible for the application of the various preferential trade agreement (PTA) benefits for qualifying goods for all Plastic Omnium facilities in the U.S.
Qualification review of products under various preferential trade programs and their specific rules of origin requirements.Conduct supplier solicitation and validation of supplier's certificate of origin documentation.Creation and maintenance of annual solicitation spreadsheet of all parts solicited.Preparation of FTA certificates of origin (both blanket and shipment-specific).Respond to customer requests for FTA certificates of origin as well as other requested documentation pertaining to various U.S. programs (e.g., Corporate Average Fuel Economy (CAFE), American Automobile Labeling Act (AALA), Buy America).Maintenance of an annual request spreadsheet for all parts requested for PTA certification as well as other requested documentation pertaining to various U.S. programs (e.g., CAFE, AALA, Buy America).Responsibility 4: Support for any inquiries or requests by U.S. Customs Compliance Manager pertaining to customs compliance.
Responsibility 5: Support for the administration and control of the Customs-Trade Partnership Against Terrorism (CTPAT) programs for all Plastic Omnium facilities in the U.S.
Support for training at all OPmobility U.S. facilities.Support for completion of Scorecards for security summary validation.Responsibility 6: Assistance in the supervision of customs brokers and freight forwarders, including development and measuring of approved metrics, key performance indicators (KPIs) and process improvements.
Responsibility 7: Accepts additional responsibilities and performs unique projects as directed by the U.S. Customs Compliance Manager.
