.***:**Please note, this consultancy must be based remotely in North Central America (Guatemala, El Salvador, Honduras) or Mexico.****CONTEXT**The LAC displacement and humanitarian context is complex and requires robust partnerships, quality interventions and effective coordination to meet the needs of diverse populations, primarily Venezuelans, Nicaraguans, Colombians, Haitians and those from Northern Central America. HIAS' humanitarian assistance programming in the region consists of legal protection programs, gender-based violence prevention, risk mitigation and response (GBV), community-based mental health and psychosocial support (MHPSS), economic inclusion programs, WASH and other humanitarian response programs.HIAS is experiencing a substantial expansion of its programs in the region, especially in NCA and Mexico and diversifying its grant portfolio.**ESSENTIAL FUNCTIONS**:- Maps funding opportunities for HIAS in Mexico and NCA, with a special focus on US Government funds. This mapping will include a comprehensive assessment on the organizations, strategies and programs implemented in Mexico and NCA.- Analyses funding opportunities and matches them with HIAS' programming, while addressing administrative and operational requirements. To do so, the person will analyze whether HIAS should work in partnership with local organizations, consortia, etc.- Elaborates and implements a strategy/work plan to develop a US Government portfolio in the region with special focus in Guatemala, Honduras and Mexico.- Develops high-quality US government Concept Notes and proposals.- In close coordination with Country Office Teams and Regional Teams, cultivates and deepens relationships with US Government representatives and other donors.- Acts as an internal helpdesk on US Government funds-related issues and delivers trainings on donor rules and regulations, as well as donor proposal development and cycles in close coordination with relevant HQ departments and with the LAC regional office.- Contributes to continuously improving internal grant management systems.**QUALIFICATIONS & REQUIREMENTS**:- Undergraduate degree in Social Sciences, International Development or related fields required; related graduate degreestrongly preferred.- 7-10 years of relevant experience in program development, management, fundraising and design in the humanitarian sector, preferably with refugee/IDP and protection field. Proven US Government proposal drafting experience and deep knowledge of US Government awards.- Experience as Chief of Party or Deputy Chief of Party of an US Government grant is highly desirable.- English fluency required; Spanish fluency is an asset.- Relevant project management experience in the humanitarian sector and working with humanitarian and development donors.- Good understanding of US Government rules and regulations with skills and experience in report and proposal writing
