.RaceTrac Company Overview**Job Description**:The Manager of Benefits performs a variety of functions regarding the research, analysis, administration and day-to-day coordination of the RaceTrac benefit programs. These plans include medical, pharmacy, dental, hospitalization, vision, life, disability, and a 401(k) plan. This position will partner with our outsourced administrators, benefits consultants, and vendors to insure that service levels meet or exceed expectations. This position will also oversee COBRA compliance, the scholarship plan, Family Medical Leave compliance, and any executive benefit programs.**Responsibilities**:- Responsible for company compliance with all provisions and regulations under ERISA, COBRA, HIPAA, FMLA, PPACA and others. Maintains knowledge of legislation affecting benefit programs to make proactive recommendations on possible updates or enhancements.- Special Regulatory Requirements for HIPAA Compliance:- Possesses knowledge of, understands, and adheres to HIPAA Policies & Procedures; including privacy, security, PHI, ePHI, breach notification, and document retention rules and procedures.- Follows HIPAA Policies and Procedures for proper use and disclosure of PHI, including documentation of non-routine disclosures of PHI per HIPAA Policies and Procedures.- Reports intentional or unintentional disclosures or misuse of information as well as complaints to the Privacy Officer.- Identifies processes that may not be compliant with the HIPAA Policies and Procedures and escalate to supervisor.- Accesses only information and systems as deemed necessary for their specific job function; understands and utilizes the Minimum Necessary Standard.- Completes HIPAA Training and Testing.- Prepares responses to requests for access and restricted disclosure of PHI.- Prepares responses to requests for accounting of disclosures and distributes the Notice of Privacy Practices as outlined in the HIPAA Policies and Procedures.- Implements amendments to PHI as approved by the Privacy Officer.- Updates forms and notices as outlined in the HIPAA policies and Procedures.- Updates HIPAA training materials as needed and maintains HIPAA training attendance to comply with document retention policies.- Maintains compliance with HIPAA Compliance Checklist/Timeline and submits to Privacy Officer Annually.- Responsible for creating a vision and strategy for benefits based on competitive analysis and the employees' and organization's needs.- Responsible for the professional growth and development of the Benefits Team and its members.- Plans and directs implementation and administration of employee benefit programs such as health insurance, disability insurance, life insurance, 401(k), and other plans.- Analyzes and evaluates services, coverage, and options available through insurance and investment companies to determine programs best meeting needs of organization
