Project Summary: For the Protection of Human Rights Defenders and Journalists (PDP) is a program of the United States Agency for International Development (USAID). PDP aims to contribute to improving the institutional and operational capacity of governmental and non-governmental actors involved in the protection of human rights defenders and journalists. Through this program, it is intended to support the generation of a safer civic space for the exercise of freedom of expression and the defense of rights. PDP will work through August 2026 and engages with counterparts and allies at the federal and state levels.
**Please note: Only Mexican citizens are eligible for this position** Position Summary: The Criminal Analysis Consultant will strengthen Oaxaca's Prosecutor Office, especially those pertinent to the Office of Social Transcendence. The aim is for agents to acquire the skills and knowledge necessary to understand, evaluate, and use information from criminal analysis effectively in their investigations, which will allow them to make more informed and strategic decisions during the different stages of the criminal process. The work will be developed in two phases: first developing a training and second providing technical assistance.
Responsibilities: Design a training program adapted to the needs of the State Prosecutors' Agents of the District Attorney Office of the Public Prosecutor for Social Transcendence.Elaborate training materials to be used during the activity.Conduct the training sessions in person in the city of Oaxaca, ensuring an optimal learning environment, using dynamic teaching techniques that maintain the attention and motivation of the participants, and promoting participation, dialogue and exchange of experiences among the agents.Apply evaluation mechanisms to measure participants' learning and the effectiveness of the training.Provide advice and personalized guidance to the agents of the State Prosecutor's Office of Social Transcendence in their active investigations.Guide agents in the process of identifying intelligence needs for each case, requesting specific products from the corresponding areas and obtaining the necessary information in a timely and efficient manner.Facilitate the understanding and interpretation of intelligence information, translating the information into actionable knowledge for the case.Advise on the application of criminal intelligence for decision making.Qualifications: Bachelor's degree in criminology, law, statistics, or similar degrees required.Minimum one year of experience in criminal analysis, including training and technical assistance required.Knowledge of criminal analysis tools and software preferred.Strong communication, teamwork, and training skills.Fluency in Spanish required.MSI is an equal opportunity employer that values diversity and inclusion.
