Job Description Coordinate and execute Feasibility Studies for cement operations for large projects from USD 15 million to over USD 600 million in CEMEX countries or new places where CEMEX will conduct new cement operations worldwide to determine through a documented process whether the Project is feasible and profitable, developing the business case for CAPEX approval.
Main Responsibilities Asses new available technologies to incorporate into the Projects to pursue net-zero CO2 corporative goal. Identify potential risks and challenges associated with the Project, determine strengths and weaknesses, potential opportunities, and threats, and develop risk mitigation and contingency planning strategies. Identify resources required to carry out and ensure the ultimate success of possible projects. Clearly define the scope of the Project to establish boundaries and set realistic goals. Set realistic timelines and milestones to contribute to the development of achievable project schedules. Responsible for planning and controlling the activities to be executed during the development of studies, having control of the design progress versus the approved budget to develop the study. Lead processes to perform according to CMX standards among all areas of the organization (central Technical, procurement, operations, EHS, etc.). Communicate among different areas of the organization and lead processes to perform according to CMX standards based on the regulations, policies, and external and internal guidelines and CMX standards. Define the budget and cash flow of the Project, time frame for execution, technology to be implemented, and organizational and technical staff for the Project. Recommend all strategies under which the Project will be executed, type of technology, and organization according to the country's location, and local and political environment. Hire and manage engineering firms for the engineering execution of projects above 15 MUSD. Conduct, manage, and coordinate relations between the Project's team members, administrative areas staff, and top management. Understand the interests and expectations of key stakeholders, facilitating better communication and alignment throughout the Project. Consolidate essential project information and report to CEMEX top management. The main challenge in this role is to set up a timely, proper definition of the scope of work and design basis approved by stakeholders. Aggressive timelines, budget restrictions, available information, influencing other areas, etc. Execute global CAPEX Studies based on technical platforms and policies that assure CEMEX, the appropriate application of resources, and cement technology. Coordinate multifunctional and multicultural teams with corporate staff and administrative local functions during study execution. Define and design project strategies required for organizational definitions, engineering execution (which and from where), and main contractors (general contractors, specialized by areas, etc.) that balance the best outcome and profitability of the Project for the designated location and country/region. Evaluation and selection of main equipment from global and local suppliers. Assure our long-term competitiveness. Consolidate knowledge through all regions in large project execution. Deliver studies on time, on budget, and fulfill scope according to our client's commitment. Know international and local regulations that may apply to the study cases. Qualifications Engineering bachelor's degrees. Master's degrees (desirable). 7+ years of experience with a technical background in project engineering development. Construction project experience will be a plus. 5+ years of experience with full project lifecycle with an understanding of the development lifecycle and various technology methodologies that support that lifecycle. 5+ years of experience working with business stakeholders within a cross-functional matrix environment. Proficiency Language: Spanish and English 100% Strong verbal and written communication skills. Experience in presentation skills, public speaking, presenting to stakeholders, senior leadership, and top management. Proven ability to demonstrate a drive for results and accountability of business needs. People management, administrative, and financial skills. Demonstrated ability to gather, analyze, and present complex technical information in a clear, concise, and understandable manner. Ability to effectively manage multiple tasks involving complex and varying technical problems. Proven ability to work in an ambiguous environment and collaborate across multiple areas to achieve a common business objective. Interpersonal skills to influence, spur change and facilitate and enhance performance within a cross-functional environment. Demonstrate decisiveness in resolving business problems, making decisions, and identifying priorities. Proficiency with MS Project, MS Office, and SharePoint.
