**POSITION PURPOSE**
**Experience in Office Design and Construction.**
The Lead Project Engineer (LPE) is a project professional responsible for planning, leading, and managing all engineering activities associated with a capital project. LPEs are expected to have greater project leadership skill and experience in capital projects.
The LPE integrates the total engineering effort over the total project life from inception to commercial operation. The LPE is a member of the Project Leadership Team and is accountable to the Project Manager (PM) for project engineering success and for engineering functional excellence and competency. The LPE leads and manages the IFF capital execution processes. The LPE is responsible, working with the Project Manager, to ensure proper engineering resources are assigned and, working with the Design Contractor, to ensure contractor resources are assigned to support the project process.
The LPE develops the engineering budget for FEL and is responsible, along with the PM, to ensure that the total project investment and project schedule meet Business and Project Objectives.
**FUNCTIONAL RESPONSIBILITIES**
- Contributes to the Project Objectives Letter.
- Is responsible for acquiring engineering and design resources, as needed, during the life of the project.
- Makes sure that engineering contractor staffing is adequate, through the design contractor, to meet project objectives.
- Leads the engineering portion of the FEL process, including preparation of the project scopes of work, completion of the different stage estimates, and the development of the Production Design Basis.
- Leads the production engineering and design activities; works with the IFF functional engineering leaders to ensure the production engineering organization (IFF or Engineering Contractor) produces all engineering design and procurement deliverables required to meet the business and project objectives.
- Establishes effective communications among the engineering and design members of the Integrated Project Team to ensure alignment around business objectives, project objectives, and project scopes.
- Assists in the development of the roles and responsibilities definitions for the Project Leadership Team and preparation of the project RACI diagram; ensures each engineering functional team member understands their role and deliverables.
- Accountable for integrated engineering design and procurement schedule.
- Manages changes in the project scope and controls associated cost within the approved budget amounts per the accepted project "Management of Change" policy.
- Ensures that plans such as the financial plan (which includes a cost control plan, procurement plan, and estimating plan) are developed and followed to obtain desired deliverables, reports deficiencies to the Project Team Leader for corrective action.
- Reviews project plans while they are being developed to ensure that they contain all the elements specified in the Project Controls Agreement.
- Relying on personal experience, continuously reviews cost control activities and alerts the Project Team Leader to potential concerns.
- Coaches and counsels other Project Team members to ensure they have the knowledge and resources to execute their functional tasks.
- Validates design and procurement schedules and works with construction and operations functions to produce an integrated project schedule that includes plant shutdowns.
- Manages engineering non-capital costs, capital investment, and engineering resources within budget.
- Prepares, or assists in preparing, all project-funding documents, including EWAs, PPAs, and appropriation requests.
**KNOW - HOW / EXPERIENCE**
- Overall understanding of the Project Management Process (Front End Loading) process from FEL-1 through checkout and start-up.
- Typical requirements include an undergraduate degree in appropriate discipline and 8-12 years of experience.
- Understanding and appreciation for the various functions and disciplines involved in capital projects and capability to build the strong engineering team necessary for project success.
- Results oriented and disciplined to follow project processes and best practices.
- Understanding of methodology to develop project control cost.
- Strong leadership skills and ability to prioritize and manage multiple tasks.
- Excellent oral and written communication skills.
