**OVERVIEW**
The Commissioning and Start-up Manager is responsible for the overall safety, quality, budget, schedule and management with regard to achieving contractual Commissioning, Turnover and Start-up Milestones of all Areas, Utilities, Process, Offsites and Jetty.
The Commissioning and Start-up Manager is responsible for the Precommissioning, Commissioning and Turnover of the Plant to Company
**RESPONSIBLITIES**
- Manages and controls Pre-Commissioning, and Commissioning, activities and human resources in order to achieve desired targets in conformity with established cost, quality, schedules, process performance and loss prevention requirement defined by the Contract.
- Monitors plant practices to promote high levels of safety, quality insurance and environmental standards in compliance with legislation and plant policy and procedures.
- Implements and enforces process safety management policy and procedures in respect of process safety information, hazard analysis, training, subcontractor compliance, plant integrity, work permits, emergency planning and response, incident investigation and compliance audits
- Implements and improves methods to enable detailed evaluation of throughput performance and cost optimization to meet project target.
- Direct the development of the Commissioning and Start-up Work Schedule.
- Ensures that PC&C personnel participate in P&ID Reviews, HAZOP and Model Reviews identifying Pre-commissioning, Commissioning and Start-up issues and concerns
- Ensures the implementation of the Completions Software, Philosophy and Team are in place to facilitate Project Completion
- Ensures that Commissioning, Start-Up and 2 Year Spares are adequate, acquired, received and inventoried ready for use
- The Commissioning and Start-up Manager will determine the work prioritization, and ensure that operability and maintainability aspects of the Ethylene Cracker are addressed at all Phases and areas of the Complex (Utilities, Process, Offsites and Jetty)
- Closely coordinates departments throughput to achieve required process performance and production target in accordance with the project requirement
- Ensures that systems and subsystems necessary to facilitate and expedite timely PC&C Activities are identified and utilized
- Attend regularly scheduled Construction Status Meetings to ensure all pertinent information is exchanged between Construction and Commissioning
- Responsibilities include the generation of PC&C Procedures, Operations and Maintenance Procedures.
Has signatory authority/responsibility for any work permits at site on behalf of the CONTRACTOR
- At Site will manage the Commissioning and Start-up Team in the Completion and Turnover of the Ethylene Cracker Plant to Company
- Is responsible of the work executed in the field and therefore for the proper execution of the procedures
- Manages and control medium term and day-to-day operations under the guidance of the sections head and in consultation with other departments managers.
- Ensures that the Training Plan is prepared and ready to compliment the Company Training Plan and Objectives
- Conducts the necessary Training Audits to ensure Company Operations and Maintenance Personnel are ready for Start-up.
Coordinates and monitors the selection, training and performance appraisal of manpower.
- Establishes and maintains effective operating shifts to ensure smooth running and efficient team operation.
Ensures that shift changeover meeting is held at start/end of every shift between incoming/outgoing operation personnel to ensure production continuity and safety.
- Closely monitors process performances and economics, initiating changes where necessary.
Optimises costs, chemicals and consumables
- Selects priorities for activities to ensure that equipment and resources are optimally utilized
- Liaises with the COMPANY Commissioning Coordinator during the Engineering, Precommissioning and Commissioning Phases.
- Liaises with the COMPANY Operations Manager during the Start-up Phase
- Maintains close relationship with operation department (COMPANY or CONTRACTOR) and achieves high level of team communication through routine meetings.
**BASIC QUALIFICATIONS**
- University/B.S degree in Electrical Engineering plus 10 years of experience, or 15 years of equivalent industry experience in lieu of a degree.
- Expertise with electrical power distribution systems in a refinery/petrochemical, or industrial environment, including high voltage (138kV or above) Utility supply.
- Previous experience with the Commissioning and Startup of Electrical driven refrigeration compressors is preferred.
- Experience on an LNG construction site especially along the U.S. Gulf Coast preferred.
- Experience in the design of LNG facilities is preferred.
- Strong supervision experience including the ability to lead and manage change is desirable.
