**Description**
This position is responsible for preparing the GCOR, ABTH, Safety rules and Calendars, to be reviewed and registered with the Rail Transport Regulatory Agency.
Issues General Orders, Special Instructions, bulletins and all operating regulations, updating and implementing modifications to operating rules and practices, to adequately notify workers; as well as to establish lists of topics and regulations, manuals and schedules before the Ministry of Communications and Transportation that cites the service for editing; translation and adaptation into Spanish of the new technological proposal.
Participates in the Fuel Savings Committee, to increase the efficiency of staff performance and to ensure compliance with current regulations. It is related to other railways where KCSM has tracking rights.
**Accountabilities**
- Holds Meetings with SCT and ARTF on modifications, registrations and authorizations of operating rules and general instructions when necessary.
- Attends meetings with committees as part of the Mexican railway industry with official Mexican standards.
- Stablishes relation to other railroads in Mexico in which KCSM has tracking rights.
- Issues newsletters to serve on industry tracks.
- Participates in internal security committees.
- Exemplifies KCS Vision, Values, and Culture interactions with coworkers, business partners, customers and stakeholders.
**Required**
- Bachelor's degree from an accredited university or college, preferably in a job related major field of study
- Minimum seven (7) years of relevant professional experience, including leading and managing projects or programs with outcome-focused deliverables, or equivalent combination of education and experience
- Minimum one (1) year of experience directly or indirectly leading a team
**Preferred**
- High command Specialized technical knowledge and technical skills in Transportation and Maintenance of Way Jobs.
- Abilities of reading, speaking and writing due to the technical interaction with the SCT authorities.
- High command of English/Medium command of English."
**Working Conditions**
- This position has a regular full time schedule with a normal work week of Monday through Friday. There may be a need for occasional work after hours or weekends.
- This position may require mínimal travel up to 10% of the time.
