**Finance & Administration Manager**
(Local contract based in Mexico City)
**PURPOSE**
The Finance and Administration Manager is responsible for the set-up and the management of the administrative structure of the Mexico Regional Delegation (RD), covering Honduras, Salvador, Guatemala, and México.
Finance and Administration manager is accountable for the integrity of financial analytical accounting and for reporting from the field. He/she oversees all financial resources and administrative activities, such management of premises and staff travel, in a given delegation/other structure.
As a member of the Strategic Management Review team of the delegation, he contributes to the delegation's decision-making process with a particular focus on administrative matters.
**POSITION WITHIN THE ORGANISATION**
The F&A Manager reports to the Head of Support and maintains a functional link with FAD_FPA (Finance and Administration Functional Partner Americas) in Geneva. He coordinates closely with the heads of all departments of the delegation and the Heads of Missions.
The F&A Manager is the direct supervisor ("Red Line") of the local responsible of the administrative departments under responsibility of the delegation in Mexico, being Finance, Premises, and Welcome, and provides technical supervision for the administrative staff in the missions ("Blue Line").
**ACCOUNTABILITIES AND RESPONSIBILITIES**
Finance
Ensure proper financial management within the Regional Delegation, in line with ICRC policies and procedures as well as with operational requirements.
Update the Regional Delegation Financial Rules.
Ensure the validation of expenses and the respect of financial process according to the Mexico Regional Delegation Financial Rules.
Supervise the accounting activities and monthly processes
Coordinate and establish the yearly budget of the Regional Delegation, based on the delegation's Planning.
Carry out financial analysis & forecast, and ensure proper budget implementation, through communication with the departments, control, and coaching of the teams.
Prevent possible fraud, ensure respect of Code of Conduct guidelines among his teams and within his responsibilities of Finance and Administration, and supervise internal auditing.
Welcome & Premises
Ensure the delegation has the adequate premises, and the subsequent proper management of the Premises activities and teams, closely supervising the daily activities.
Ensure the delegation has the adequate welcome processes, and the subsequent proper management of the Welcome activities and teams, closely supervising the daily activities.
Is able to provide KPIs on both Premises and Welcome departments.
Along with his teams, negotiates the best financial conditions on all Premises and Welcome files.
Ensure that passive security and earthquake measures are developed and applied to protect personnel and premises, in line with ICRC security policy, Civil protection and local circumstances.
General Administration / Coordination
Act as link between the support and operational departments.
Act as Focal point on all administrative matters, providing support to the other departments on finance and any administrative matter.
Represent the Finance & Administration at all management meetings and participate in the decision-making process of the delegation.
Ensure periodical revision of the internal Finance and Administration procedures and ensure management of his/her department in line with ICRC policies, procedures, and operational requirements.
Is aware of the sensitivity and confidentiality of the Finance and Administration matters and ensures proper channelling of the information.
Proactively provide technical support, training and coaching to the Finance and Administration Managers and administrative teams in Honduras, Salvador, and Guatemala, through frequent contacts and visits. Administratively support the activities in the other countries possibly covered by the RD.
**REQUIREMENTS**
Academic requirements:
University degree in Business Administration or Finance/Accounting.
Diploma in Accounting (CPA/CMA or similar) / Internal audit (CIA or similar) an asset.
Fluent command (C2 level) of English.
Computer literacy
**Experience**:
Experience required, 7 years confirmed practical experience in finance and management (both).
Experience in an international working environment, abroad or with an international organization/development
Experience in Humanitarian sector an asset
