SGI Global LLC is seeking fluent Spanish speaking Full Stack Developer to support the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) in Mexico City, Mexico, which requires professional and administrative support services to work with the U.S. Foreign Assistance Program to Mexico.
Duties: The position is based in Mexico City, Mexico. Travel to other locations in Mexico, the United States and other countries may be required. Work with the latest technologies to create code in a high-performance on-premises and cloud environment. Design and develop web applications, write optimized SQL code, and develop features and software with scaling capabilities. Ensure that the developed products have the same look and feel and are creating a professional user experience. Design and implement reports and dashboards from current and new systems as well as from any required and accessible data source. Prepare weekly and periodic reports relating to IT systems and database services status, issues, and recommendations. Assist with preparing and updating IT database management policies as required to promote secure and proper use of government IT resources. Work closely with team members and other project stakeholders to ideate technical solutions to meet business needs including designing, developing, deploying, and optimizing software among other tasks within the area of expertise. Test software to ensure responsiveness and efficiency of applications, conduct both black box and white box testing. Troubleshoot, debug, and regularly upgrade and version software. Support project lead and other team members in any of the activities of the software development life cycle, including preparation of technical and non-technical documentation and other project tasks as needed. Incumbent will be required to perform other duties according with the profile and the requirements of INL for this position. Qualifications: Mexican Citizen or Third Country National. Spanish FSI level 4/4. English FSI level 2/2. Bachelor's degree in Information Technology or a related field (Note: Education may be substituted on a year-for-year basis for each year served in a professionally related field of employment). Minimum of six (6+) years of overall experience as a developer using .NET, C+, TypeScript, JavaScript, jQuery, XML, HTML, HTML5, ASP, Entity Framework 4, 5, and 6, CSS3, and Bootstrap. Minimum of three (3+) years' experience as a developer using Microsoft SQL Server, Reporting Services, and Integration Services; and as a designer or developer of rich user interfaces. Minimum of one (1+) year experience developing on the Angular 6+ framework. Experience may be substituted with at least four (4+) years of experience developing using ASP.NET MVC 5.0 Framework. Minimum of four (4+) years of experience designing and developing relational databases. Proficiency in web development languages such as JavaScript, .NET, Python, PHP, Node.js, Angular, or Ruby. Experience as a web designer in HTML/HTML5, CSS, Bootstrap, jQuery, AngularJS. Experience with the use of UML (modeling and interpretation) and designing user-friendly and functional user interfaces. Understanding of the SDLC and demonstrated experience applying technologies and methodologies that support that lifecycle. Experience using DevExpress and DevExtreme controls (MVC or Angular) is preferred, along with automated unit testing. Analytical, troubleshooting, written, and verbal communication skills, problem-solving attitude, and data analytical skills, along with collaborative attitude, and ability to listen and understand needs across diverse stakeholders, conceptual thinking. Experience working in an Agile-Scrum team environment, and Git-based version control tools. Experience in working 100% remotely. Candidates shall pass US DoS Bureau of International Narcotics and Law Enforcement Affairs (INL) IT technical exam to be considered for final selection. (Passing Score shall be determined by the US DoS Bureau of International Narcotics and Law Enforcement Affairs (INL). Previous experience working on the US DoS Bureau of International Narcotics and Law Enforcement Affairs (INL) internally developed systems like Training and Tracking systems, Integrated Financial Management System (IFMS), Facilities and Corrections trackers and ability to develop applications on Microsoft Power Apps and Cloud is preferred. Must pass the U.S. Embassy RSO security background check.
