.**Career Area:**:Human Resources**Job Description:**:**Position Objective**:This position is accountable for the strategic planning, budgeting, and daily administration of the Human Resources function for all Tijuana facilities. Ensuring that HR strategy is aligned with the Company growth strategy and that all business functions represented in Tijuana operate, and are managed, in a consistent manner, is central to the success of this position and the business.**Dimensions**:- Budget: Up to US$1m operating budget- Employees: 10-15 employees including HR Reps, C&B Specialist, Recruitment Specialists and Training Coordinators, HR Technicians and Driver.- Total Employees in Tijuana: 1,200 Production/Hourly employee. 3-400 Support and Management employees**Nature and Scope**:The Company's footprint in Tijuana continues to grow, under the Turbotec legal entity. Currently there are three facilities in Tijuana, housing functions from across all of Solar's Business Units, including, but not limited to, manufacturing, engineering/design activities, as well as Supply Chain, Finance, IT and Digital. Large portions of the HR responsibilities are devoted to supporting production operations with a wide range of hourly employees and their leaders.The expansion in the Tijuana locations requires the HR Manager to be strategic and forward looking, and collaborate specifically with the Director of International Operations, but also with all other Directors and Managers who have operations or depts in Tijuana on the future growth of the Tijuana facilities. The operating environment is dynamic, requiring the HR Manager to display initiative, problem solving and provide innovative solutions to on-going business requirements. These locations also demand that the HR Manager keeps attuned to federal, state, and local government legislation, specifically as it pertains to employment legislation, as well as separate geographic pay and benefit pressures.The incumbent may become directly involved in resolving conflicts between employees and supervisors or between co-workers. Such conflicts may include but are not limited to, work performance issues, policy disagreements or interpersonal disputes. The incumbent is required to exercise strong communications and human relation skills; knowledge of policies and laws; and sound judgment to develop effective solutions to such conflicts.**Principal Accountabilities**:- Hiring activities represent a large portion of client needs. This position leads staff to identify the strategies, and coordinate with peers to define the overall philosophy or approach to hiring. Helps staff develop the plans to find the best sources of talent, coordinate advertising efforts, represent Solar at job fairs and on campus, evaluate applicants, help management make the best hiring decisions. Maintain related records and prepares reports to provide information regarding hiring metrics, headcount, etc
