The primary purpose of this position is to serve as the IAC Deputy Chief in the US Embassy in Mexico City, Mexico. Responsible for managing team members to ensure coordination of strategy, policy, planning, and intelligence development and sustainment of USNORTHCOM and JTF-N missions. Incumbent shares with the Chief responsibility for directing IAC and in the chief's absence, possesses the same authority. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of and skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications that include the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Demonstrates knowledge of USNORTHCOM; other Combatant Commands, the military services; U.S. Law Enforcement Agencies: Mexican military and Interagency strategy, policy, doctrine, mission and organization as they apply to Joint Staff planning and processes for counterdrug and CTCO efforts across all domains in the geographical area of responsibility. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to intelligence research and collection methods, techniques, and practices to capture, report, and develop intelligence capabilities and threat assessments.Knowledge and skill in applying dissemination principles, concepts, and methods to disburse the most complex information/intelligence attained from various sources. Knowledge of the capabilities, roles, and responsibilities of the intelligence community and law enforcement agencies as it relates to Counter Drug and Counter Transnational Criminal Organization Operations.Skill in assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.Ability to communicate clearly (both orally and in writing) in both English and Spanish to provide concise intelligence products and/or presentations to senior level audiences for decision-making purposes and maintain effective working relationships with all levels of personnel within the component. Ability to plan, organize, and direct the functions of an organization to meet program requirements and objectives within available resources.Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.Skill working with intelligence related ADP systems and databases.CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.Most activities within the portfolio of the organization are highly classified and extremely sensitive. Access to information on elements of the portfolio is tightly controlled in accordance with DOD and Joint Staff policy. Access to certain Special Access Programs (SAP) may require the employee to submit to a Polygraph evaluation prior to access being granted (not a pre-employment requirement).This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. As a condition of employment, the employee must pass initial and periodic short notice drug testing. As a mandatory requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.In the overseas area, access for civilian employees and their families to military medical and dental treatment facilities may not be available. Medical care may be provided by host nation providers. The availability, expense/payment requirements, and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.This is a Language Designated Position. Employee is required to demonstrate Spanish Language Proficiency Level 3 (General Professional Proficiency) in any combination of two or more modalities (listening, reading, and speaking). Employee is required to demonstrate proficiency in Spanish according to the certification schedule found in DoDI 1400.25- v2016, Appendix to Enclosure 3, Foreign Language Proficiency Certification Schedule.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
