The selected candidate will report to the COO and provide regular updates on progress and issues.The selected consultant will be based at CIMMYT HQ's in Texcoco, Mexico.Scope of Work:Assessment:Conduct a thorough review of existing organizational policies and procedures, and the framework to manage them.Benchmark current policies against industry standards and legal requirements.Identify gaps, redundancies, and areas for improvement.Development:Draft new policies and procedures to address existing gaps, taking into account the priorities set by the Leadership Team.Update and refine existing policies to ensure clarity, relevance, and compliance.Ensure all policies promote CIMMYT's values, transparency, accountability, and best practices.Ensure full alignment with the overarching institutional strategy and risk appetite.Consultation:Engage with key stakeholders, including the leadership team, and process owners to gather input and feedback.Facilitate workshops or meetings to discuss draft policies and incorporate feedback.Implementation Plan:Develop a detailed implementation plan, including timelines, responsibilities, and resources needed (e.G., training material).Provide training (including training the trainers) and support staff in the new policies and procedures.Deliverables:A comprehensive report detailing the assessment findings.Draft and final versions of all policies and procedures.An implementation plan with clear timelines and responsibilities.A training plan and materials for staff and volunteers.A finalized set of policies and procedures prioritized by the Leadership Team.Minimum Requirements:Proven experience in policy development and organizational management.Full English proficiency, both written and spoken.Understanding of the NGOs/ International Organizations sector and its regulatory environment.Excellent communication and facilitation skills.Ability to work collaboratively with diverse stakeholders.This consultancy is for an initial fixed term of 11 months, with further contract extension subject to performance and the continued availability of funds
