.Develop and maintain sources of supply for corporate materials, equipment, and/or services. Performs functional procurement and excess asset disposal duties of a highly visible and sensitive nature. To develop systems, processes and procedures, and provide leadership role in the management of procurement process ensuring corporate requirements of quality, reliability, and responsiveness are met or exceeded.Procures materials, equipment, or services utilizing purchase orders or contracts. Develops and implements effective programs to dispose of excess equipment, parts, and materials including direct sale, consignment, auction, and company reutilization. Assists in the development of make/buy decision analyses regarding major commodity groups and recommends solutions to the Region regarding the decision. Investigates improper/inappropriate purchases, business or contract relationships between FedEx and its vendors, and provides notification to senior management. Develops, implements, maintains, reports, and utilizes objective vendor performance history indices/measurements in regard to pricing, quality, timeliness, reliability, etc. Develops and implements and leads effective cost reduction, value analysis and value enhancement programs/projects to improve procurement performance/efficiency; performs, delegates, and leads special projects and assessments. Assists in developing and coordinating the technical development of buyers and associate buyers. Maintains awareness of economic and market trends within assigned commodity groups and advises senior management in procurement decisions and provides guidelines to the users regarding contract/purchase order, negotiates, and selection of vendors. Develops, prepares bids, conducts openings, leads, and coordinates vendor negotiations and makes contract/purchase order awards in major critical/high difficulty procurements programs. Identifies, explores, and develops prime and alternative sources and products/services to provide equipment/materials/services at a better value while satisfying user requirements. Investigates, leads, directs and resolves discrepancies between vendors and FedEx and recommends programs enhancements capable of improving the business arrangements or cost effectiveness between FedEx and its vendors. Provides contract breach or renewal notice to the users, management, and to legal department. Monitors, administers, follows up, and expedites material, equipment, and/or service; purchases orders or contracts as needed to ensure that deliveries are met on schedule and quality is maintained. Develops and implements the program for disposal of unclaimed freight for the Region maintaining a tracking system to ensure accurate accountability of the disposition of all materials.Minimum Qualifications:Bachelor's degree in business administration, engineering, law mathematics or equivalent work experience. Five years professional buying experience in a professional procurement function
