**ORGANIZATIONAL CONTEXT**

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO's mandate is fully recognized in SDG-9, which calls to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization's programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO's four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located under the Directorate of Technical Cooperation and Sustainable Industrial Development/Montreal Protocol Division (TCS/MPD).

TCS/MPD is responsible for planning, developing and implementing activities for developing countries and countries with economies in transition to facilitate compliance with the Montreal Protocol and in particular its Kigali Amendment, and to support countries to achieve their nationally determined contributions to reduce emissions of greenhouse gases under the Paris Agreement through activities related to the Montreal Protocol and its Kigali Amendment. The services of the division are focusing in particular on transformative approaches for manufacturing in refrigeration, air conditioning and insulation foam sectors; related working fluids and chemicals; total greenhouse gas emissions caused by related products; their green design to extend their lifetime and reduce further their greenhouse gas emissions; as well as related capacity building and policy support.

In 2016, a modification to the Montreal Protocol, the Kigali Amendment (KA), an international instrument in which countries committed to reducing the production and consumption of Hydrofluorocarbons (HFCs) in the next 30 years, was adopted in Kigali, Rwanda. It is estimated that the adoption of these measures will represent climate benefits of more than 80 billion tCO2e by 2050, which could prevent an increase of up to 0.5 °C in global temperature by the end of the century.

Decision XXVIII/2 related to KA, establishes that A5 Parties will have flexibility in how to prioritize HFC phase-down, i.e. define sectors, select technologies/alternatives, develop and implement strategies to meet their agreed HFC-related obligations, on the considering their specific needs and national circumstances. The above principle has been incorporated into the guidelines of the Executive Committee, consequently, at the 87th meeting of the Executive Committee for the implementation of the Montreal Protocol (ExCom) held in July 2021, the general guidelines that countries must comply with were approved. A5 for the preparation of the Kigali Phase 1 Strategies (KIP for its acronyms in English) with a compliance horizon of 2029.

In the same ExCom 87 and in line with the request of the Government of Mexico, submitted through UNIDO, the ExCom approved funds for the preparation of the KIP of Mexico.
