SGI Global LLC is seeking a fluent Spanish-speaking Police Program Analyst to support the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) in Mexico City, Mexico, which requires professional and administrative support services to work with the U.S. Foreign Assistance Program to Mexico.Responsibilities:The position is located in Mexico City, Mexico. Travel to other locations in Mexico, the United States and other countries may be required.Assists and advises INL's Program Officers on assessing, planning, monitoring police professionalization and capacity-building projects for prosecutors, analysts, investigators, and/or police.Collaborates with law enforcement agencies to create effective public safety strategies.Advises INL staff on the development, implementation, evaluation, and enhancement of police professionalization and capacity-building projects. This includes participating in meetings with GOM officials, interagency partners, and contracted project implementers to contribute to collaborative projects.Coordinates the implementation of police professionalization and capacity-building projects for police.Recommends training and support to state and local police personnel to enhance police professionalization in areas such as basic investigations for first responders, tactical training, officer safety, community policing, human rights, police conduct and ethics, effective communication strategies, and other training as needed.This position description in no way states or implies that these are the only duties to be performed by the incumbent. Incumbent will be required to perform other duties according to the profile and the requirements of INL for this position.Qualifications:Mexican Citizen or Third Country National.Spanish FSI level 4/4.English FSI level 3/3.Bachelor's degree in international relations, law enforcement, public policy, criminal justice, social sciences, or related field or associate degree with five (5) years related experience in Mexican law enforcement preferably the police; ten (10) years of related experience in Mexican law enforcement, preferably the police.A combination of five (5) years of experience in program management, with a minimum of three (3) years of experience in a professional setting related to law enforcement, managing law enforcement support and training projects or program management.Three (3) years of experience in development, implementation, evaluation, and enhancement of police training programs.Strong understanding of policing in Mexico and law enforcement practices including citizen security and policing principles.Excellent communication and interpersonal skills.Ability to pass a U.S. Embassy RSO security background check.Ability to deal effectively with senior U.S. and GOM officials.Experience in drafting and authoring weekly, monthly, and quarterly reports.Strong analytical and problem-solving skills.Strong communication skills and ability to make reasoned arguments and recommendations to supervisors and senior U.S. and Mexican government officials.Proactive attitude and ability to work independently.Proven organizational skills and teamwork.Ability to prioritize tasks and accept feedback.Demonstrated ability in Microsoft Office Suite including Word, PowerPoint, and Excel.SGI Global provides equal employment opportunities (EEO) to all employees and applicants for employment without regard to race, color, religion, gender, sexual orientation, gender identity or expression, national origin, age, disability, genetic information, marital status, amnesty, or status as a covered veteran in accordance with applicable federal, state and local laws.
