Overview:
DevTech is seeking a Policy and Regulatory Lead to help implement an anticipated USAID program in Southern Mexico.
The program seeks to increase the sales and market linkages for selected value chains in the Southern states of Oaxaca and Chiapas.
The Policy and Regulatory Lead will be responsible for managing all the activities under Objective 3.
S/he will provide technical direction to promote stakeholder coordination and dialogue and policy and regulatory environment that is conducive to investment and innovation.
The Policy and Regulatory Lead will work closely with the Objective 3 team to facilitate multi-stakeholder dialogues between policy makers, private sector, and local communities to generate and implement a common agenda to address challenges related to entrepreneurship, opening a business, agribusiness development, and trade, leveraging existing policy dialogue and information sharing mechanisms to the extent possible.
**Responsibilities**:
- Responsible for overall technical direction of SURGES Objective 3.
- Identify the binding regulatory barriers to value chain growth.
- Develop a framework for analyzing existing policy, suggest reforms, and regulatory changes and identify necessary areas for capacity improvement.
- Support project activities related to streaming policies, regulations, and procedures to improve the enabling business environment for targeted value chain growth.
- Develop technical vision to form a stakeholders group of private sector, non-governmental, and governmental champions for each value chain.
Qualifications:
- Master's degree in a relevant field such as public policy, business, agricultural development, business and marketing, or international development.
- At least 10 years of professional experience, with experience in Southern Mexico preferred.
- Leadership and senior management experience in leading complex operations and program strategy advising and developing policy decisions in private and public institutions.
- Strong understanding of enabling environment issues in Southern Mexico, including positive working relationships with the Government of Mexico and public institutions, and knowledge of Mexican counterparts preferred.
- Demonstrated experience in planning and implementing technical assistance for policy reform and institutional capacity building in a variety of agricultural and non-agricultural value chains.
- Work experience in the private sector and in a development project environment is preferred.
- A minimum of five years of relevant experience in the private sector or a development project environment.
- Experience managing a team of local staff.
- Excellent oral and written communication skills.
- Fluency in Spanish and English.
