.**Job Description Summary**:**Procurement Specialist****Responsibilities include**:- The Procurement Specialist will be responsible to issue POs to his (her) assigned suppliers, when getting instructions to do so by Regional Commodity Team. He (she) will need to review documents from Regional Commodity team, to confirm all documents were saved in the folder.- The Procurement Specialist will be responsible to send revision documents and to update POs when there are changes. Depending of the changes, the PS may approve the change or refer to Regional Commodity team.- Conduct negotiations with suppliers to achieve fair and reasonable results.- Formally document procurement files in accordance with FAR purchasing system requirements and GE processes, including details of summary of award, source justification, price analysis methodology, negotiation strategy and summary.- Award purchase orders to suppliers; ensuring compliance with all GE and customer requirements including government regulations (such as FAR/DFAR), public law and GE policies and procedures.- Manage supplier performance to delivery/schedule, quality, technical and programmatic/contractual requirements.- Identifies and mitigates risks and issues with suppliers by determining root cause and developing corrective action.- Compile, analyze and submit data for reporting per FAR 52.204-10 to Federal Funding Accountability and Transparency Act Subaward Reporting System (FSRS).- Recommend improvements to existing subcontract policies, procedures and tools, in addition to training and mentoring other employees on US government procurement processes and requirements.- Prompt and timely response to all internal customer requests.**Required Skills**:- 5+ years relevant experience in procurement / supply chain role.- Expert knowledge of procurement processes and regulations under Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) in addition to experience working with Procure to Pay (P2P).- Possess excellent English communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as project and executive management.- Demonstrated ability to effectively manage job responsibilities in a global environment with mínimal supervision.- Demonstrated understanding of all phases of sourcing and procurement execution.- Demonstrated Leadership skills - influence, presence, ability to interface internally and with suppliers.- Demonstrated ability to place and manage a high volume of Government purchase orders to FAR and DFAR requirements.- Negotiation skills (internal, across the businesses and external with suppliers) - ability to lead negotiations and teleconferences (price, schedule and supplier exceptions to contractual flow down requirements).- Demonstrated competency in creating clear and concise written documentation that fully summarizes all aspects of a procurement transaction
