Position Overview PADF seeks a full-time Project Director for an upcoming U.S. Department of Labor (USDOL) Project in Mexico. This 4-year project will increase collective action to address child Labor, Forced Labor, and Other Labor Violations in Domestic Work in Mexico, focusing on Estado de Mexico, Puebla, Guanajuato, or Queretaro. The Project Director will ideally have a background in labor law, labor rights, human rights, and particularly, child labor, forced labor, and other unacceptable conditions of domestic work, as detailed below. They will lead a diverse team of technical specialists that will utilize an area-based and holistic approach to address violations of labor rights most prevalent in the domestic work sector in Mexico. The Project Director will be based in Mexico City. This position is contingent on funding. Fluency in written and spoken English and Spanish is required. Essential Duties and Responsibilities Coordinate project activities according to the approved work plan and in consultation with USDOL and key stakeholders. Liaise with USDOL; national, state, local governments, and target populations in Mexico City and across Mexico, bringing in and leveraging stakeholders to support project activities as required. Maintain working relationships with all project stakeholders and engaging in coalition-building and public-private partnership promotion. Manage a team of project staff, technical experts, advisors, local partners, while coordinating with other project staff as necessary. Provide strategic guidance to the team for the completion of project activities in identified sectoral and geographic areas. Perform strategic, financial, and operational planning, including work planning, forecasting, training, and ensuring project compliance with all contractual reporting and financial requirements of USDOL. Ensure that benchmarks, performance goals, and indicators are monitored and achieved. Lead high-quality report preparation in English and Spanish, capturing project activities, impacts related to all activities, and ensuring timely submission. Foster partnerships and alliances to leverage additional funds and support for project activities. Travel to areas of intervention within Mexico and PADF headquarters in Washington DC as needed and as international public health conditions allow. Other duties as required. Required Qualifications Minimum of eight years of experience in project management, supervision, administration, and implementation of a cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, working with multiple subrecipient(s) and/or contractor(s), and overseeing the preparation and submission of required reports to donor agencies), preferably in one of the countries of implementation. Bachelor's degree, Master's degree, or law or Juris Doctor (J.D.) degree reflecting expertise in areas relevant to this project, such as labor law, public policy, sociology, and project management; or ten (10) years or more of related work experience. Proven experience in a leadership role for a project addressing labor-related issues, including domestic work, child labor, forced labor, and other unacceptable conditions of work. Deep understanding of gender dynamics in the domestic work sector. Experience working with organizations promoting the rights of domestic workers. Experience establishing and maintaining systems for managing project operations. Demonstrated ability to maintain working relationships with all project stakeholders and to engage in coalition building and multi-stakeholder partnerships, specifically with the public and private sectors. Demonstrated experience as an effective public speaker. Fluency in English and Spanish is required. Fluency includes speaking, listening, reading, and writing. Experience building the capacity of local civil society organizations in Mexico preferred. Experience managing or implementing projects that include behavior-change communication campaigns is preferred. Knowledge of USG donor rules, regulations, systems and procedures, specifically pertaining to USDOL preferred. Preference for local nationals.
