**Project Background**:
DT Global is recruiting for project positions for a 38-month USAID-funded program in Sudan called STEP-UP Sudan. The project is focused on strengthening citizen engagement around shared, democratic values. The program aims to build the capacity of civil society organizations, support social institution building, and strengthen strategic communications and public information/outreach in order to improve citizens' access to timely and accurate information.
The Country Security Specialist (CSS) will be responsible for overseeing and coordinating the security management of project's field operations. It is expected that this position will establish and maintain effective, robust, but realistic security management procedures to ensure the safety and security of project staff and immediate stakeholders without compromising operational efficiency and effectiveness to enable the project's success.
**Principal Duties and Responsibilities**:
- Responsible for advising in the development and continuous updating of DT Global's security policies for Sudan, working with DT Global's Regional Security Director to ensure policies and procedures are reasonable, implementable, and relevant to the local context.
- Monitor and work with Chief of Party (COP) and Africa Regional Security Director (RSD) to enforce staff adherence to security procedures. Immediately notify program leadership of any breach to the procedures in the Security Plan and verify that incident reporting protocols are being observed.
- Provide ongoing risk analysis at the national and subnational levels, particularly in areas of program implementation, with respect to level of terrorism, crime, violence, and threats from natural and manmade disasters. Maintain up-to-date incident mapping if operating in conflict-prone areas.
- Build and liaise with a network of knowledgeable country wide security providers, counterparts in the government, security forces, and other assistance agencies and programs, as well as knowledgeable local area individuals, to maintain situational security awareness and establish potential resources for emergency assistance to program staff operating in dynamic security environments.
- Provide advice and counsel to staff in achieving current and long rage strategic program objectives while maintaining DT Global's standards of safety and security.
- Contribute to understanding and analyzing complex security situations, related trends throughout the region and advise program design / implementation accordingly.
- Assist project staff to facilitate program implementation when security considerations are required.
- Collate, analyze, and disseminate country wide security information as approved or advised by the project leadership to all staff, while ensuring the information remains accurate and neutral.
- Establish and maintain robust relationship with DT Global employees and actively engage in programmatic and operational strategy to deliver adapted and viable security responses.
- Act as the focal person for civil / military coordination on issues and local procedures that could possibly impact DT Global's operations in Sudan.
- Ensure that staff are briefed on and understand security and crisis responses through regular (quarterly) refresher workshops on security
- and crisis-related responses.
- Produce required reports, including a written weekly report that includes content on security, crisis and/or political issues affecting implementation at a country and local level to the COP/Deputy Chief of Party-Operations (DCOP-O) and periodic reports on trends and emerging security
- and crisis-related issues for management review.
- Perform incident analysis and investigation relative to all security incidents with advice and closure to all responsible field and home office management personnel.
- Ensure that vehicles comply to required security and safety standards and monitor movements of GPS-tracked vehicles operating in fluid security environments.
- Ensure that security communication equipment is working properly and are being properly used by staff.
- Conduct regular safety and security training for staff.
