**Sourcing Buyer**
**JOB PURPOSE**:
This position is responsible for purchasing primarily but not limited to Raw Materials, Electronic Components, Plastics, Metals and Other commodities to meet our quality and delivery requirement to support our Tijuana Operations Plant.
**ESSENTIAL FUNCTIONS**:
Perform bid quote package with suppliers and negotiate best price.
Demonstrates familiarity with general purchasing terms and their legal contractual implications.
Acquire products and services in Mexico, E.U. as well as in other countries at negotiated cost.
Execute negotiated supply agreements with established inventory levels for raw material.
Executes the MRP action messages (Release Purchase Orders, Expedite, Push or Cancel).
Expedite material shortages to support production plan.
Coordinate sub-contract items with operations and supplier for Anodizing & structural metal frame.
Keeps up to date the planning parameters, cost etc., of the items purchased under his/her responsibility in the system.
Identify and execute cost out material opportunities.
Monitor Quality and Supplier Performance.
Request purchase order approval based on established delegation of authority.
Monitors PPV and provides root cause analysis and mitigation.
Performs RTV (Return to Vendor) on time and collaborates with quality department to pursue corrective actions.
Performs in a timely manner the purchasing cycle.
Resolves all receiving discrepancies and is responsible for the matching of supplier invoices to insure timely payment to suppliers.
Improves purchasing functions to ensure reliable, cost-efficient delivery of the raw materials.
Analyzes customer forecasts and matches production capacity and supplier capability y develops and sends forecasts to suppliers. Follows up on existing purchase order releases.
Reviews requirements and current material availability. Identifies material shortages or potential material shortages that would impact production and signals the supply chain appropriately.
Works with Engineering, Production, Quality and Sales to identify acceptable alternatives when specified items are unavailable.
**QUALIFICATIONS AND SKILLS**:
Minimum of 3-5-year experience in purchasing.
Bachelor's degree in Enginering or Business is a plus.
VISA B1/B2 Required.
90% Bilingual (English - Spanish).
Procurement process knowledge and inventory control principles.
Pull System knowledge a plus (Kanban, Min-Max, Re-order Point, Consignment Etc.)
High proficiency in computer skills, especially Excel - Working knowledge of MS Office and ERP systems.
Organizational and analytical skills.
Strong problem solving and negotiation.
