IMPORTANT INFORMATION:

General Background

In UNHCR Mexico, the Quality Assurance Initiative (QAI) team consists of gathering a group of experts with proven field experience in specific areas from Refugee Statistics, Registration to RSD, to provide technical guidance to COMAR, the governmental institution in charge of the National Asylum System.

Through QAI, assessments are conducted to evaluate and advance the quality and efficiency of the asylum system procedures. QAI recommendations aim to increase capacity and quality of the asylum operations, making each process become more efficient, simple, fair, and fast.

The 2024 workplan sets ground to the collaboration between UNHCR and COMAR defining the main objectives and actions to be implemented throughout the year to strengthen COMAR case processing capacity. COMAR's Digital Transformation has progressed at national level, in line with global and regional commitments through the Global Refugee Forum pledges (GRF) and the Regional Asylum Capacity Building Initiative (RACBI). QAI experts are responsible for accompanying COMAR's directors to reach the objectives and ensure the implementation and sustainability of the Digital Transformation projects.

QAI recommendations are pointing at the importance to rely on quantitative data for internal and external reporting and management purposes. The Assistant Statistics and Data Analysis Officer (QAI in Statistics) would be responsible in implementing a package of specific tools and Terms of References within COMAR's Analysis and Statistics unit, including quality assessment and training tools for the unit' staff at a national level, as well as ensuring high quality reporting products within a well-defined frequency.

2. Purpose and Scope of Assignment

To assist in the implementation of the terms of reference package that was elaborated by UNHCR, through the Quality Assurance Initiative, to enhance the data reporting and quality within COMAR's Analysis and Statistics Unit, including:

• Support COMAR with the administration of its Ecosystem, including the case management system and its newly developed functionalities and technological tools that will allow data reporting and information.
• Data governance and systems interoperability, in particular to enhance data visibility and to present data reports internally and externally for reporting and management purposes.
• Capacity to integrate external data sources from other institutions (RENAPO, INEGI, etc.) to complement COMAR statistics through cross-reference reports.
• Capacity building in analyzing data and managing statistical information, focusing on making data reports easy to access for COMAR's heads of units but also at operational level.
• Enhancing interinstitutional channels to share data reports reaching higher quality standards.
• Organization of training programs and ongoing practical sessions for staff of the Analysis and Statistics Unit at the national level, including international standards for official refugee statistics
• Developing refugee statistics reports and all associated processes to be used internally and externally according to COMAR's needs and discretion.
• Support COMAR on the software development needed for the solutions and enhancements required as part of the digital transformation.
• Support COMAR with the administration of data science products generated through the Data Analysis Framework
• Other activities that UNHCR together with COMAR determine as priorities.

3. Monitoring and Progress Controls

The Assistant Statistics and Data Analysis Officer works together with the UNHCR QAI team, the Registration Officer, the Operational Data Management team, as well as with COMAR's Statistics and Analysis Unit on the provision and management of data to inform decision making and ensure the adequate quality of the data collected by COMAR.

The Assistant Statistics and Data Analysis Officer provides day to day support to COMAR's Statistics and Analysis Unit on data related activities, including the generation of visualization products and dashboards to cover COMAR's data reporting needs as required by its different units and support UNHCR's statistics requests to COMAR.

It is expected from the Assistant Statistics and Data Analysis Officer to deliver specific products that develop and strengthen COMAR's Statistics and Analysis Unit in terms of data reporting and analysis in line with the activities detailed in section 2 and according to the emerging needs by COMAR and UNHCR.

4. Qualifications and Experience

a. Education

1-year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree in Social Sciences, Statistics, Demography, Geography/GIS, Epidemiology, Economics, Physical Sciences, Data Science, or related field.

b. Work Experience

1 year in data or statistical field or relevant academic training. Knowledge of national and/or international statistical systems. Experience with data analysis, ideally in developmental or humanitarian contexts. Understanding of the principles and concepts of international protection and UNHCR. Experience with data collection and analysis, ideally in field situations. Ability to translate planning-specifications into technical briefs for data collection and analysis, and vice versa. Understanding of different data collection methodologies.

Desirable:
• Prior experience with refugee government authorities in charge of national asylum systems.
• Prior experience in data management and software development
• Prior experience managing sensible and confidential information and data collecting methodologies.
• Knowledge of the UNHCR protection standards and indicators.
• Experience with Microsoft Dynamics CRM, R, SPSS, MS Access, SQL, SSRS and Python.
• Experience with web sites design and web testing.
• Experience managing SQL Server and MySQL databases.
• Experience with data visualization tools like MS Power BI, Redash and Tableau.
• Knowledge of MS Sharepoint Forms and Advanced MS Excel Operations .
• Experience with ETL (extract, transform y load) processes.
