**Education**:
- Bachelor's degree in Occupational Health and Safety or in related fields;
**Experience and Qualification**:
- 10-year working experience in Safety or Construction fields;
- Qualified-HSE officer with related Certificate.
**Competency**:
- Good command of English and computer literacy;
- Good Presentation, Communication skills, and Interpersonal skills;
- Knowing English and/or Chinese is a plus.
- Certificate DC-3 and DC-5
**Trained skill**:
- ISO 9001;
- OHSAS, ISO 14001 Awareness, Risk Assessment skilled;
- Safety, OHS and/or MEX Authorities trained
- Quality Safety Manual describes skill;
- Standard Procedure describe (All procedures, policy, regulations related to Safety activities);
- Methods to establish, apply, implement, maintain, and improve Occupational Safety and Health documents, and other activities to ensure Safety practices at Site;
- The relative Safety Management course trained with Certification.

**Responsibilities**:
- Implement safety patrol daily routine, monitor and assess safety performance on safety site diary and request Subcontractors take immediate actions to correct violations, unsafe practices and condition; (incident/ accidents, emergency rescue, evacuation) is required.
- Participation for the emergent response of project site
- Report and recommend Project Manager or Site Manager about unsafe activities to prevent potential incidents/accidents;
- Investigate and report on all serious accidents.
- In charge of safety training at Construction site to TRANSDIEN staff, subcontractors and workers to increase health and safety awareness at all levels;
- Advise and keep updated of changes in safety legislation in-charge Site staff;
- Monitor and assess safety performance on daily report.
- Be responsible for establishment of workplace safety and health committees and monitor their performance;
- Ensure that sub-contractors accordingly comply with current health and safety legislation and TRANSDIEN requirements;
- Suggest for improving related Safety forms, checklists and documents if needed.
- Coordinate and communicate to site manager to achieve safety target as well.
- Coordinate and communicate to Project Manager or Site Manager to achieve Project's safety target;
- Implement other tasks required by Project Manager, or Manager or General Director
