**Project Summary**:
For the Protection of Human Rights Defenders and Journalists (PDP) is a program of the United States Agency for International Development (USAID). PDP aims to contribute to improving the institutional and operational capacity of governmental and non-governmental actors involved in the protection of human rights defenders and journalists. Through this program, it is intended to support the generation of a safer civic space for the exercise of freedom of expression and the defense of rights. PDP will work through August 2026 and engages with counterparts and allies at the federal and state levels.

**Position Summary**:
The High Risk Coverage Design Consultant will develop a security protocol for high-risk coverage and assist in its implementation in two media outlets in Sinaloa.
**Responsibilities**:
- Conduct a diagnosis of the internal security needs and practices regarding coverage in two media outlets.
- Propose and draft a protocol that includes procedures and specific actions to provide reporters from the two state media outlets with tools to reduce risks, safeguard their lives, and protect their integrity during field coverage.
- Maintain constant communication with the department responsible for overseeing and managing the "contract" for coordination and monitoring of the consultancy work.
- Ensure the inclusion of gender and intercultural perspectives, as well as an intersectional approach, in the development of the consultancy.
- Provide personalized follow-up on consultancy-related tasks and attend in-person or virtual meetings convened by PDP for the development of the consultancy.
- Submit the evidence and documents listed with the requested frequency in accordance with the guidelines.

Por la Protección de Personas Defensoras y Periodistas (PDP) es un programa de la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). **Resumen del Cargo**:
PDP requiere a una persona consultora que realice un protocolo de seguridad para coberturas de alto riesgo y apoye en la implementación de este en dos medios de información en Sinaloa.
**Responsabilidades**:
- Realizar un diagnóstico de las necesidades y prácticas internas de seguridad y coberturas en dos medios de comunicación.
- Proponer y redactar un protocolo que incluya procedimientos y acciones concretas para que las personas reporteras de los dos medios estatales de comunicación cuenten con herramientas para reducir los riesgos, salvaguardar su vida y su integridad durante coberturas en campo.
- Mantener una comunicación constante con el responsable de vigilar y administrar el "contrato" para la coordinación y seguimiento del trabajo del consultor.
- Garantizar la inclusión de la perspectiva de género e intercultural, y enfoque interseccional en el desarrollo de la consultoría.
- Dar seguimiento personalizado a los trabajos referentes a la consultoría y asistir a las reuniones presenciales o virtuales convocadas por PDP para el desarrollo de la consultoría.

- Bachelor's degree in communication, journalism, or related field required.
- Minimum two years of direct experience working with security and protection issues for journalists required.
- Experience in security issues, freedom of expression, human rights, and social impact.
- Strong communication skills, effective management, analytical ability.
- Fluency in Spanish is required.
