**Job summary**
As a member of the management team of the Mexico operation you will help to ensure that the company will work efficiently and profitable. The Human Resources (HR) Manager is a multi-talented person capable of carrying out confidential and time critical tasks for the Mexico business unit and with HR related functions for other locations as needed.
**What you'll do**
- Involved in making and updating the HR management document system and HR database
- Manage the recruiting process for all departments
- Propose yearly training plan to achieve department objectives/ needs of employee development plans and arrange training sessions for employees when required
- Manage the preparation of payroll, work attendance tracking, and process social insurance
- Propose changes to both mandatory and non-mandatory benefits to ensure EXFO is competitive.
- Collaborate with the related government functions when required
- Coordinate all employee reviews on a yearly basis
- Review and recommend salary scales changes
- Maintain company awareness of Chinese Labour Contract Law changes to ensure proper implementation
- Arrange quarterly team building exercises
- Maintain department budget
- Prepare reports on attendance, vacation, turn over, and others
- Responsible for department major environmental impact control per ISO14000 requirements.
- Responsible for maintaining department Business Continuity Plan?
- As needed assist with the hiring of staff and HR management of staff in other EXFO locations.
- Prepare monthly, quarterly, and yearly HR related reports for the Mexico Operations General Manager?
- Other duties as related to Human Resources process as may be deemed necessary
**What we're looking for**
Technical skills
- Knowledge of work force labor law and government work procedures, and ISO is a plus.
- Previous Experience with HRM software is an asset.

**Must have**
Pertinent experience: Minimum of 8 years of work experience in a related job plus has a minimum of 2 years management experience would be preferred.
Language requirements: Fluency in English is preferred.
Education: Bachelor degree in Human Resources or Business Administration would be preferred.
